In this position you will serve as a direct report to the Program Manager and be co-responsible for all aspects of program execution along with the Program Manager. The candidate must demonstrate the ability to manage a technical program, manage personnel at multiple client sites, perform schedule and cost reporting, and provide regular briefings to the customer and BE headquarters. The ideal candidate will have hands-on experience supporting large contracts and operational knowledge/experience with key, core customer mission areas.

Candidate must possess at least a current Secret clearance.  Contract can hold TS clearances.

What the role involves (Responsibilities)

  • Lead more than 65 IT professionals supporting a major DoS IT program
  • Responsible for the oversight for all staffing efforts on the program to include: posting and tracking all positions, interviewing candidates, maintaining staffing roster and managing the subcontractor team and their positions on the contract
  • Responsible for ensuring that all project activities are performed and completed in a timely, cost-effective, and efficient manner
  • Serve as one of the official POCs for Buchanan and Edwards
  • Responsible for understanding requirements and ensuring that program personnel are fulfilling requirements
  • Responsible for the quality, content, and prompt delivery of all task and contractual deliverables associated with the program
  • Responsible for planning, organizing, controlling, directing, and staffing the technical, administrative, financial, contractual and personnel actions required of the program
  • Jointly responsible for planning, directing, scheduling, and executing all SOW elements
  • Maintain the Project Management Plan, CONOP, and AGILE schedule
  • Ensure data integrity of all program databases – classified and unclassified
  • Develop a metrics and reporting program to support Sponsor and BD activities
  • Interface with customer to understand customer needs and maintain customer relationship
  • Assist in career development plans for Buchanan & Edwards employees and manage compliance with training requirements and performance reviews.
  • Demonstrated ability to understand program details underway, summarize key concerns, provide corrective action recommendations, and develop action plans
  • Demonstrated ability to proactively identify risks and opportunities across large, complex programs
  • Establishment of executable baselines and risk and opportunity management to meet specific financial goals and obligations
  • Previous experience in the preparation of budgets, schedules, staffing, etc. as required to manage support to programs and initiatives
  • Demonstrate ability to interpret and implement policies and procedures
  • Experience developing new program processes and improving existing processes with tangible benefit to the program

May spend time split between an individual contributor performing assignments that require a higher level of experience and leading the work of others.   May have supervisory or team lead responsibilities.
Problem Solving/Complexity: May have expertise in specific areas; problem solving frequently requires analysis of unique issues without precedent or structure.  Makes decisions under conditions of uncertainty, sometimes with incomplete information, that produce effective end results.
Supervision Received/Independent Judgement:  Escalation of issues to senior management or subject matter experts occurs only for highly complex matters.  High degree of autonomy is expected. 


What you’ve got (Qualifications & Skills)

  • Outstanding communication skills
  • Bachelor’s degree
  • Leadership experience and skills, with exceptional interpersonal and communications skills to work effectively with the team of 40+, CSRA management, and the customer
  • Bachelor’s Degree is required and 10+ years of prior work experience. A technical degree or direct experience in engineering and/or systems development is preferred
  • Minimum 5 years of experience with Government, Intelligence Community, or Commercial technical or systems development projects
  • Experience performing the DPM related functions for contracts in excess of $10M per year
  • Relevant experience with successful management of an enterprise network of similar size, scope, and complexity
  • Excellent briefing, writing, communication, administrative and organizational skills
  • Extensive experience developing technical briefs and presenting at the executive level
  • A PMP is desired
